Λοιπόν...

Καταρχήν θα πρέπει να κάνεις forward το port 28959 από το jetspeed στην εσωτερική IP του PC που τρέχει τον game server:

Βάζεις το τελευταίο firmware (7.2.6.1 αν μιλάμε για το 500i)

Πηγαίνεις Configuration -> Security -> Advanced NAT Configuration -> Add Reserved Mapping

Στο Internal IP address βάζεις την IP του PC που τρέχει τον server

Στο Port Number βάζεις το port που θέλεις (28959 από ότι βλέπω)

Στο transport type βάλε all γιατί μάλλον θα χρησιμοποεί και TCP και UDP πακέτα

Μην ξεχάσεις να κάνεις και ένα save config γιατί αλλιώς θα χαθέι με το πρώτο reset.

Απο εκεί και πέρα πιστευώ ότι στο net_ip θα πρέπει να δώσεις επίσης την εσωτερική IP που έχει το PC σου και όχι την IP που παίρνεις από τον ISP. (Γι' αυτό και το WSAEADDRNOTAVAIL πιστεύω στο βγάζει γιατί αυτή η IP δεν ανήκει στο PC σου αλλά στο JetSpeed)

Αυτοί που θα συνδεθούν από το Internet στον server όμως θα δώσουν την "εξωτερική" IP (αυτή που σου δίνει ο ISP)

Λογικά το NAT του JetSpeed θα παραλαμβάνει τα πακέτα στο port 28959 στο PPP interface και θα τα στέλνει στο PC στο ίδιο port...

κανε reset και ξανα reset και επεστρεψε στις ερογστασιακες ρυθμισεις και καποια στιγμη θα σταματισει να σου βγαζει αυτο το error
