Problems with IPv4 connectivity

Hello! Sorry for writing in English, I just moved to Greece and I'm a long way from learning the language.

I'm in Kerkyra and the place I rented came with "internet included". But the internet is from a neighbor, so I don't have physical access to the router, only with WiFi 2.4GHz.
The net worked OK for a couple of weeks and from ~5 days it only loads some websites, while to many others it refuses to connect.
Facebook, google, youtube, whatsapp, email ssl... these work; cosmote.gr, kotsovolos.gr for example don't.
Same problem on Win10 Asus laptop and on 2 Android devices.

https://ipv6-test.com/ says that IPv4 connectivity is not supported, IPv6 connectivity is supported.
If I disable IPv4 in Control panel, I just get an instant error message, instead of waiting 30-60 seconds until it gives up.
If I disable IPv6, nothing works.
I tried with google and cloudflare dns, same thing.

If this is a known problem, please help me.

ipconfig

in a Command prompt and check if your wireless adapter has obtained an IPv4 address from the router. It should look something like 192.168.1.xxx

It's also possible that the router itself has no IPv4 connectivity either (seems like it can't contact the NTP server to sync its clock). Does your neighbor have the same problem?

I also thought about that.
In the weekend there were heavy rains, maybe some cables got damaged? I don't know much about this stuff, but do they have separate fiber for v4 and v6?
A damaged server from the weather seems unlikely to me, unless they keep them in a shed.

Does your neighbor have the same problem?

I don't even know who the neighbor is. I asked the landlord and he said to have patience. I asked him if he could at least tell the neighbor to restart the modem, maybe it will help.

some internet providers , give separated services for social media , instead of the full internet .
usually mobile phone providers sell or give as bonuses such packages
maybe you get to connect to something like that .
